NCC Chairman Larry McClendon commended the Senate for its decisive passage of the Food, Conservation and Energy Act of 2008 and urged President Bush to reconsider his veto threat.

CCC to Implement Denied Storage Credits Software
According to “Notice CN-1030,” the Commodity Credit Corp. will deny storage credits for yard-stored upland cotton beginning March 25, ’08. A software upgrade will allow CCC to calculate applicable denied storage credits for upland cotton loan collateral for loan repayments on that date.

Loan Cotton Charges and Transfers Described (48k pdf)
This NCC-developed paper describes loan charges that producers may face upon forfeiture of cotton and points out how recent regulatory changes may have affected loan charges. Also, on May 18, USDA's Farm Service Agency updated "Fees and Charges Assessed by the Commodity Credit Corporation for Loans and Transfers," their fact sheet that also includes an updated table that lists redemption and forfeiture charges.

CCC Issues Policy Regarding Use of Cotton Transfer Process for Certification
The Commodity Credit Corp. permits use of the loan-cotton transfer process for the purpose of replacing electronic warehouse receipts (EWR's) with certificated EWR's. This will allow loan bales to be deliverable (after they are redeemed from loan) under futures contracts of the Intercontinental Exchange, Inc.
